Wayland Select Board moves toward library carve-out in town manager act
WAYLAND -- May 13, 2019, Wayland Select Board signals library carve-out in town manager act rewrite, authorizes $950,000 water loan. Member Tom Fay urged the board to exempt the library director from the town manager's appointment authority, calling the library "a unique public service" that must be protected "from political influence." Town counsel Carolyn Murray will redraft the personnel section into separate paragraphs on appointment, evaluation and termination. The board voted 5-0 to authorize interim notes through the state Clean Water Trust, $700,000 for Route 20 and $250,000 for Sedge Meadow Road. Library Trustees chair Aida Jenis announced a May 30 community visioning session after more than 600 residents responded to a long-range planning survey. Resident Alice Poulter said the Loker field's $154,000 design budget had been exceeded by $100,000. The board aims to bring a special act article to a November special town meeting.
