Wayland Finance Committee weighs $25,000 capital threshold, 20-year plan

WAYLAND — October 29, 2024 — Wayland Finance Committee absorbs FY26 budget pitch and weighs a 20-year capital plan. Chair Michael Hoyle gaveled in at 7:03 p.m. Tuesday before the committee recessed to a joint session with the Select Board and School Committee for an FY26 operating budget presentation from the town manager and finance director, reconvening at 9:22 p.m. Members reviewed a draft Capital Planning Task Force policy that would set a $25,000 capital threshold, produce a rolling five-year plan plus a 15-year horizon, and route grant-funded projects through a single committee to capture operating-cost ripple effects. The policy would also redirect leftover snow-and-ice money and surplus capital to the capital stabilization fund rather than free cash. Members were skeptical new commercial growth would close gaps soon, citing wetlands review delays and material costs, and said any override should be framed as "a temporary measure." The Nov. 4 meeting was scrapped for lack of rooms; the committee next meets Nov. 13.
