Wayland Finance Committee recommends Lappin for new capital planning panel

WAYLAND — July 21, 2025 — Wayland's Finance Committee unanimously recommends Kelly Lappin for a new capital planning panel. The 6-0 roll-call vote sends Lappin, a former six-year FinCom member and RTX pension actuary, to the Select Board for an Aug. 4 appointment to a one-year seat on the soon-to-be-formed Capital Improvement Planning Committee. Member April Mepha said "without Kelly, there wouldn't have been a capital plan this year." Liaison Carl Barnes also reported the MWRA connection and Happy Hollow treatment upgrades now carry a $38.2 million appropriation — roughly $20 million for the MWRA tie-in and $14 million for Happy Hollow, plus a 10 percent state contingency, a 20 percent design contingency and a 15 percent escalation factor — all funded through state revolving fund loans with no grants available. The committee is also weighing whether to reclassify $11.4 million in 2013 DPW garage debt as excluded debt via a possible November special election.
