Wayland CPC finalizes 2025 warrant articles, narrows reclaim measure

WAYLAND — January 9, 2025 — Wayland's Community Preservation Committee finalized its 2025 town meeting articles and moved to reclaim $125,000 from a stalled historic project. The committee voted unanimously Jan. 9 to return $125,000 to the Historic Preservation Fund from Article 28 of the 2021 annual town meeting, which had funded exterior restoration of 70-74 Main Street; Chair Susan Weinstein said the project never commenced after the owner declined to sign a deed restriction. The panel also advanced a contested bylaw amendment letting the CPC rescind prior appropriations on a two-thirds vote after 36 months, over town counsel's written advice that the change "is not necessary, as there are other ways to do so." Weinstein argued the existing process is inadequate because "we can ask, but we can't take." A combined open space and recreation article carrying $38,013 from the Open Space Fund for hedgerow habitat creation, plus uncommitted funds for archaeological monitoring and trail work, also passed unanimously.
