Finance Committee approves report for 2025 annual town meeting warrant

WAYLAND — March 3, 2025 — Wayland Finance Committee signs off on its 2025 annual town meeting report. The committee voted Monday to approve the March 3 draft and authorized the chair to make final edits before printing. Member Brian Hurley walked colleagues through three options for the report's revenue-and-expense summary table, ultimately recommending a simplified version that drops fiscal 2024 actuals to avoid an "explain the variance" problem with free cash. Hurley said tax-supported debt service remains well below the Moody's 10 percent ceiling and that total outstanding debt sits at roughly 50 percent of the operating budget against a 100 percent benchmark. The committee added a caveat to its open-capital-projects table, which fell from about $27 million in March 2024 to $20 million in December 2024, and flagged a potential $5.5 million high school wastewater facility cost that was pulled from the five-year plan while the town negotiates with MassDEP for "a more economical solution." A feasibility study for a new or rehabilitated elementary school has slipped from fiscal 2027 to fiscal 2030.
