Wayland Select Board signs warrant, approves debt-exclusion voter explainer

WAYLAND -- March 12, 2018, Wayland Select Board signs 40-article warrant and clears debt-exclusion explainer for press. The board voted 4-0 Monday to sign the annual town meeting warrant, approve a public-facing letter on debt exclusion ahead of the March 27 ballot, and grant Eversource and Verizon a joint location for a new utility pole on Old Connecticut Path serving a four-lot development on Whittemore Lane. Members agreed the explainer should make clear that "a yes vote does not mean approval of the project" but only authorizes exempt-debt financing if town meeting later approves the borrowing by two-thirds. Town Manager Nan Balmer announced Thomas Lashmitt's appointment as town surveyor and said the HR director/assistant town administrator post will be re-advertised at grade N9, $78,101, after the higher-grade posting drew too few qualified applicants. Elizabeth Doucette was named acting assistant town administrator and procurement officer. The storm response logged more than 250 incidents in 16 hours.
