Wayland Select Board sends personnel bylaw rewrite back for revisions

WAYLAND -- March 11, 2024, Wayland Select Board sends personnel bylaw rewrite back for more work. Meeting March 11 with Vice-Chair Doug Levine presiding, the board pressed Personnel Board Chair Marianne Peabody on draft Article S language that would let her board "provide guidance and recommendations" to the town manager and "hear and make determinations" on grievances. Member Thomas J. Fay said "guidance would mean something very, like almost, I take guidance to be directing the town manager," and asked Peabody to identify any Massachusetts personnel board with authority to override a town manager before the March 18 meeting. The board voted 3-0 on six warrant articles, including enterprise fund budgets of $6,206,404, a $250,000 capital stabilization transfer, a $39,000 fire staffing study from the ambulance reserve, and a $4,000 release from the Dudley Pond Association gift fund to pay SOLitude Lake Management for unbilled 2023 milfoil treatment. A full-day kindergarten ARPA grant vote was deferred.
