Wayland Finance Committee recommends SPED, OPEB and fire study articles

WAYLAND — March 11, 2024 — Wayland Finance Committee endorses warrant slate as town moves to overhaul capital tracking. The committee voted 6-0 to recommend a revised $519,147 OPEB contribution ($500,000 from the operating budget, $19,147 from revolving funds) and 5-1 to back a $150,000 transfer from free cash into the special education stabilization fund, with member Brian O'Herlihy opposed. A unanimous vote recommended up to $154,000 for Cochituate ball field improvements and up to $296,000 for community pool work under the Community Preservation Act. Assistant Town Manager John Bugbee told the panel his office is buying Easy CIP software for roughly $3,500 to standardize tracking of about $27 million in open capital, of which $23 million is projected complete by the end of FY25. "We have to do a better job to get our arms around capital projects," Bugbee said. Members also flagged that a Stone Bridge collapse could trigger a state-ordered emergency repair of $2 million to $3 million.
