Wayland Select Board pulls town manager act from spring town meeting warrant
WAYLAND -- January 7, 2019, Wayland Select Board defers Town Manager Special Act, eyes fall town meeting instead. After a 30-minute walkthrough surfaced unresolved questions over library carve-outs, contract-versus-bylaw provisions, and how broadly to define the new manager's authority, the board agreed Monday it would miss the Jan. 15 deadline for the spring warrant. Board of Library Trustees member Maureen White warned that state library commissioners are telling trustees to preserve "complete authority over the library." The board also voted 5-0 to support a $500,000 annual OPEB funding article, Finance Director Brian Kempney reported a $42.5 million liability against $16.6 million in assets, a roughly 35 percent funded ratio, and unanimously appointed Ken Isaacson and Jake Monkern to the Cable Advisory Committee ahead of Comcast and Verizon license negotiations.
