Select Board appoints Lowry to CPC, advances seven warrant articles
WAYLAND -- February 12, 2024, Wayland Select Board appoints Mike Lowry to CPC and advances seven town meeting articles. Vice-Chair Carol B. Martin ran the Feb. 12 meeting with Chair William Whitney remote; the board voted 4-0 to seat Lowry, a former Board of Public Works and Surface Water Quality Committee member, through June 30, 2025. Finance Director Brian Keveny and Assistant Town Manager John Bugbee presented a $48.1 million five-year capital plan against $61 million in departmental requests, with $26.8 million from debt service and DPW driving $15.1 million of spending. Bugbee disputed a slide showing 167 open capital projects worth $34.3 million, saying true open capital is closer to "$800,000 to a million dollars each" at DPW and facilities. The board also adopted three-year guidance for the Greenie Energy Group's aggregation program and backed Talbot Mills Dam removal, both 4-0.
