Capital Panel Approves FY28-31 Budget Plan, 5-0

Wayland's Capital Improvement Planning Committee voted 5-0 to approve its fiscal 2028-2031 capital spending recommendations. Acting Chair Bradford Carver, Acting Vice Chair John Kliem, Brian O'Herlihy, Elizabeth Lusky and Kelly Lappin backed the plan after cutting a proposed water asset management study from $500,000 to $250,000 and pushing it from fiscal 2028 to fiscal 2029, per a request from Board of Public Works Chair Tom Holder. Members also combined two information-technology funding requests, shifting a $700,000 cybersecurity project fully onto borrowing and a $150,000 dump truck onto free cash.
Carver flagged that the IT department's own ranking scored the $700,000 cybersecurity item just below a meeting-room audio-visual upgrade, calling it "a credibility issue." The committee's report is due to the town manager around October 15.
