Wayland Capital Panel Targets Real Estate Fund to Cover Town Hall Roof Repair

Wayland's Capital Improvement Planning Committee debated funding for a $700,000 town hall roof repair and raised the prospect of bundling large capital projects into excluded-debt ballot questions at its September 9 meeting. Acting Chair Bradford Carver proposed using the town's real estate receipts reserve fund, which holds roughly $1.7 million, to cover a $500,000 Route 20 Rehabilitation Design item, freeing levy-debt capacity for the roof repair that Facilities Director Michael Fayette has said cannot be deferred. The committee also placed a $275,000 library grounds improvement and a $250,000 sidewalk allocation into the capital stabilization fund on a provisional basis.
On the five-year plan's outer years, the committee flagged a $4.2 million school roof project for FY2031 as a likely excluded-debt candidate, with Carver arguing the town faces "eight to nine years of structural deficits" that make discrete ballot exclusions preferable to absorbing large projects in the levy. Member Elizabeth Lusky asked Carver, who also serves on the Finance Committee, to press that body on whether its levy-debt and free-cash guidelines need revision, calling the gap between CIPC recommendations and town manager proposals "one of the points of difference" from last year.
