Wayland panel skips closed session on cyber request

Wayland capital committee declines closed session, accepts $700,000 cybersecurity increase on town manager's word. Acting Chair Bradford Carver said he would have voted no and sat out any executive session, citing discoverable minutes and the town's history of open meeting law violations, and told the panel "you don't ask for that kind of money if everything's perfectly fine." Member Elizabeth Lusky said she needed only "as good a number in the plan for what's needed," not the technical detail. The town's IT director said he could not call $1.9 million firm given equipment cost escalation.
To fund the increase, the facilities director deferred $700,000 in town building roof repairs; the committee then reinserted the roof in fiscal 2029 by pushing a $340,000 telephone system and a library generator to 2030. Minutes of September 16 were approved 4-0.
