Wayland Select Board sets town meeting slate, backs marijuana moratorium
WAYLAND -- February 13, 2017, Wayland Select Board sets April town meeting slate, backs marijuana pause and OPEB appropriation. The board voted 4-0 on Feb. 13 to support a six-month moratorium on recreational marijuana establishments proposed by Youth Advisory Committee Chair Sarah Greenway and prevention specialist Jason Verhoosky, and approved a $293,284 fiscal 2018 appropriation for retiree health benefits. Actuary Parker Elmore of Odyssey Advisors told the board the town's OPEB liability has grown to roughly $40.5 million from $30 million two years ago, though Wayland remains 34 percent funded against a statewide average of 3.6 percent, "far better than your peer group," Elmore said. The board also backed a $1,625,000 transfer station improvement package, a limited site plan review bylaw, and a plastic bag reduction bylaw, while voting 3-1 for an expanded demolition delay bylaw and withdrawing a Council on Aging article on reuse of the old library.
