WAYLAND -- January 15, 2018, Wayland Select Board pulls four major capital articles from fall special town meeting. The board voted 1-3 against inserting articles for a $6.65 million high school athletic complex, the Loker recreation fields and a $1.3 million water-meter program after Town Administrator Louise Miller said the state Department of Revenue would allow only $283,100 in additional excluded debt for the stadium, far short of the roughly $900,000 gap. Miller also warned the Water Enterprise Fund would hit zero retained earnings by fiscal 2022 if the meter project is paid in cash. A citizen-petitioned grass field article drew a 0-4 vote against recommendation. The board did approve, 4-0, a retail all-alcohol liquor license and entertainment license for Testa Restaurant Group's Giacomo's Wayland at 14 Alyssa Avenue, the town's "last available full alcohol license," according to officials. Construction manager Ben estimated a four-to-six week delay on field work.
