Wayland Select Board authorizes $38.3 million water project application
WAYLAND -- July 14, 2025, Wayland Select Board authorizes $38.3 million state water-loan filing and seats new capital committee. The board voted 4-0 Monday to let Town Manager Michael McCall submit a project evaluation form to the Massachusetts Clean Water Trust covering an MWRA interconnection and a roughly $14 million rebuild of the Happy Hollow treatment facility, eligible for a zero-percent loan. DPW Director Tom Holder said the state is "strongly" encouraging Wayland to keep Happy Hollow online; McCall noted the MWRA is currently waiving an approximately $7 million entry fee. Member William Whitney warned the town has "modest means but great ambitions" and pressed for cheaper alternatives. The board separately appointed Brad Carver (two years), Liz Lusky and John Kleem (three years) to the new Capital Planning Improvement Committee, approved a 5-0 all-alcohol license for Urban Wayland Village LLC dba Terrain, Wayland's last available under state quota, and voted $13,500 to cover half the cost of Yondr phone pouches at the middle school.
