Wayland FinCom adds $526,000 wastewater repair to FY25 capital budget

WAYLAND — May 6, 2024 — Wayland Finance Committee adds $526,000 emergency wastewater repair to FY25 capital plan. The committee voted 7-0 Monday to amend the fiscal 2025 capital budget to $8,174,447, with the additional funding to be borrowed and repaid through the wastewater enterprise fund to replace 12-year-old pre-treatment and aeration screens at Town Center. Chair Pam Roman said manufacturer Kubota was initially expected to cover the failure but on-site testing pointed to aging pre-treatment equipment rather than the membrane plates replaced in 2023. Member Kelly Lappin pushed for better capital risk disclosure, saying the committee does not "get a thorough understanding of risks." The committee also approved a revised five-year capital plan totaling $47,956,542 and drafted a memo urging the town manager to deliver a five-year pro forma by July 31 and to hold FY26 operating growth to 3 percent.
