Wayland Finance Committee moves to draft override-prep memo for Select Board

WAYLAND — April 29, 2024 — Wayland Finance Committee moves to force early override planning for FY26. At its April 29 meeting, the committee agreed to draft a memo to the Select Board and Town Manager Michael recommending a working group, multiple budget scenarios from department heads, and a three-to-five-year financial forecast — rejecting the town manager's preference to defer any override push to fiscal 2027. Member Brian cited four peer communities currently running override processes and pointed to Westford's roughly 40-to-50-page ad hoc report as a model; Westford is "banking" override capacity a year in advance to soften future increases. Member Kelly Lapin called "level service" budgeting "an amorphous term that is defined by the user and not by us." Members also voted 5-0-1 to approve the April 24 minutes as amended and flagged a missing 6-0-0 vote on the solar compact zoning article on page 89 of the Town Meeting warrant.
