Wayland Finance Committee backs hybrid funding analysis for $38 million water project

WAYLAND — August 28, 2025 — Wayland Finance Committee pushes back on Board of Public Works plan to load $38.2 million water project onto rates alone. Members reached informal consensus Thursday that a hybrid taxation/water-rate approach for the MWRA interconnection and a permanent Happy Hollow PFAS treatment facility deserves real analysis before the Select Board decides. The BPW recommendation would raise water rates roughly 74 percent over five years to cover about $2.1 million in annual debt service on a 20-year, zero-interest state loan starting in fiscal 2029. One member called the BPW process "incredibly frustrating," saying the board "is talking in conclusions without data." Separately, the chair said the fiscal 2027 budget gap had narrowed to $400,000-$500,000, with any override likely between $750,000 and $1.5 million; the town has not passed one in roughly 10 years. The committee meets jointly with the Select Board on Tuesday.
