Wayland Capital Panel Names Acting Chair and Vice Chair as Two Members Exit

WAYLAND — June 24, 2026 — Wayland Capital Improvement Planning Committee appoints acting leaders and advances new project intake form. The four-member panel voted 4-0 Wednesday to name Bradford Carver as acting chair and John Kliem as acting vice chair, effective at the next meeting, after Chair Kelly Lappin said she would not seek reappointment and School Committee designee Brian O'Herlihy disclosed he was interviewing the following morning for a Finance Committee seat that would likely require him to leave the panel. The committee spent the bulk of its session refining a redesigned CIP submission form, settling on a structure that allows department heads to enter multiple years of project costs on a single form but requires numerical priority ranking only for the current fiscal year's appropriation requests. O'Herlihy pushed for bringing the town's finance director into department head interviews from the start of the next budget cycle, arguing that the prior cycle ended with the finance director's separate workbook — not the committee's analysis — becoming the operative document that the town manager transmitted to the Finance Committee, citing a disputed $2.5 million ball field entry as a concrete example of the resulting misalignment.
