Selectmen finalize Nov. 13 warrant after marijuana zoning order draws questions
WAYLAND -- November 5, 2018, Wayland selectmen walk Nov. 13 warrant, defend order of marijuana zoning and ban articles. The board placed Article 6, establishing a zoning district for medical and recreational marijuana, ahead of Article 7, a ban, because an Oct. 2 town election approving the ban roughly three-to-one was invalidated for faulty mailed notice. Residents Heidi Heilman and Rebecca Yen pressed the board to reverse the order; Town Counsel Carolyn Murray of KP Law said the attorney general has reaffirmed that medical marijuana cannot be banned, and Moderator Dennis Berry said a motion to flip the order can be raised from the floor. Town Administrator Louise Miller reported the River's Edge asbestos mitigation contract drew eight bids, with the apparent low bidder at about $417,120, roughly $60,000 under the figure in Article 5. The board approved a letter to Raytheon requesting an LSP opinion on the town center municipal parcel 5-0. Board of Public Works Chairman Mike Lowry rebuked the board for calling his Water Enterprise Fund proposal "raiding reserves"; the chair apologized, calling the phrase "incorrect and unkind."
