Select Board inserts six capital projects into Wayland town meeting warrant

WAYLAND -- February 5, 2018, Wayland Select Board sends six major capital articles to spring town meeting in unanimous votes. The board voted 5-0 Monday to insert articles for a new library, two high school athletic facility projects, a Loker recreation turf field, Council on Aging community center design funds, town building renovations and Fire Station 2 repairs, but deferred structuring the debt exclusion ballot questions until next week. Library Trustees Chair Aida Gennis told the board the project is "very ready" and warned that a $2,027,596 first installment from the Massachusetts Board of Library Commissioners would go elsewhere if the town does not act this spring, calling it "a one-time offer." Facilities Director Ben said the town building HVAC plant uses R-22 refrigerant being phased out in January 2020. The Finance Committee has projected roughly $338 in tax impact on a median home in 2020 if all projects proceed via debt exclusion. The board also voted 5-0 to insert Article T, an Energy and Climate Committee resolution on carbon savings in municipal construction.
