Personnel Board approves three-day vacation carryover, plots bylaw rewrite

WAYLAND -- December 19, 2023, Wayland Personnel Board approves three vacation carryover days and maps a Chapter 43 bylaw rewrite. After an executive session on an IAFF Local 1978 firefighters' grievance ran long, Chair Maryanne Peabody reconvened at 6:40 p.m. and members unanimously approved three additional carryover days already authorized under contract, with Peabody, Paul Morenberg, Mary Ellen Castagno and Deb Cohen all voting yes. Peabody said she will contact the Select Board chair to determine whether that board intends to file personnel-bylaw language for April town meeting, calling the project not "a slam dunk" and saying "it's not enough time to get it done for this town meeting." Research compiled by members identified 16 town-manager communities that retain personnel boards and seven that have eliminated them. The board adjourned at 6:57 p.m. and set its next meeting for Jan. 17.
