Personnel Board backs joint annual report filing

Personnel Board · Meeting of September 23, 2026

Wayland Personnel Board tightens non-union sick leave payout and files a first joint HR annual report. The board voted 4-0 on Sept. 23 to cap sick leave buyback at $7,500 for employees with at least 15 years of service, replacing language that allowed payout under 20 years, bringing non-union terms in line with the town's collective bargaining agreements. Personnel Director Kate Ryan said the town accrues 13 sick days a year, roughly three times the statutory minimum, and that public employers broadly are "moving away from any kind of payout." The board also voted 4-0 to file its one-page annual report alongside, but not merged with, a new HR Department report listing 998 applications and 39 recruitments.

A first draft remote work policy drew objections from member Paul Morenberg, an employment lawyer, who said the town cannot bar full-time remote work outright without carving out reasonable accommodations.
