Wayland selectmen approve $11 million bond sale at 2.46 percent
WAYLAND -- February 26, 2018, Wayland selectmen approve combined bond sale and refunding at 2.46 percent true interest cost. The board voted unanimously Monday on seven bond actions presented by Treasurer Zoe and financial advisor Clark Rowell, who reported nine bidders from as far as Tennessee and Oklahoma; settlement is March 8. Rowell urged the board to fund several upcoming capital projects through debt exclusion, saying it would put the town in "a whole lot stronger position" against the Proposition 2 1/2 levy limit, and said Moody's, which maintained the town's AAA rating with a negative outlook, has de-emphasized debt concerns in favor of past free-cash use for operating costs. Selectmen also unanimously appointed Pamela Roman to the Council on Aging/Community Center Advisory Committee through June 30, and accepted a $41,234.11 payment in lieu of taxes from the Wayland Housing Authority for Bent Park and Cochituate Village.
