WAYLAND -- April 1, 2024, Wayland Select Board recommends personnel bylaw rewrite 4-1 over chair's objection. The board approved Article S, a rewrite of Chapter 43 governing the Personnel Board's role under the town manager act, after Chair Carol Martin's motion to withdraw the article failed 2-3. Martin identified roughly 10 inconsistencies with other sections of town code and said the draft was not "ready for primetime," objecting in particular to language that the Personnel Board "shall meet" with town officials and receive "reasonable assistance." Town Manager Michael McCall said he had brokered the compromise language in a recent meeting with Personnel Board members and town counsel. In a separate 5-0 vote, the board concurred in a $150,000 transfer from the Special Education Reserve Fund after school business administrator Susan reported the department will spend roughly $1.1 million on special education transportation against a $690,000 budget. Board of Public Works Chair Clifford Lewis told the board about 150 water accounts are past due, a quarter of them commercial.
