Wayland Personnel Board moves to codify minute-taking help in bylaw
WAYLAND -- September 3, 2025, Wayland Personnel Board votes to add minute-taking language to Chapter 43. The board unanimously approved a proposed revision to Section D of the personnel bylaw stating that "reasonable assistance may include minute-taking assistance by a town employee or consultant, as well as access to software or applications for minute-taking or other necessary functions." Town Clerk Trudy Reid told members vendor General Code, conducting the town's first full bylaw recodification in more than 20 years, recommended striking four unused definitions, appointing authority, class, step rate and supervisory authority, from the personnel bylaw. Member Paul Morenberg said the board would gain "greater efficiency and bandwidth" if relieved of taking its own minutes. The board, with Chair Maryanne Peabody, Mary Ellen Castagno and Morenberg present, also approved its 2025 annual report 3-0. HR Manager Kate Ryan said the classification and compensation study remains on track for an end-of-October final report.
