Wayland Finance Committee warns FY26 budget will exhaust levy capacity

WAYLAND — November 13, 2024 — Wayland Finance Committee braces for FY27 override as levy cushion runs out. Finance Director Brian Keveney told the committee Nov. 13 that new growth has flatlined at $300,000 to $400,000 annually since Rivers Edge while operating budgets have grown nearly 5 percent a year, eating through the town's excess levy capacity. A roughly $5 million operating override in fiscal 2027 could cover the budget for three years, Keveney said, though "just because we need an override doesn't mean taxes are going up." Members approved Oct. 29 minutes 6-0-0 and debated redefining the excluded-debt threshold as 2 to 3 percent of the operating budget rather than a fixed $2 million-to-$3 million figure. A $5.5 million high school wastewater treatment plant is the largest excluded-debt candidate in the fiscal 2026 capital plan. The committee next meets Nov. 18.
