Wayland committee approves $1,330 more for Heard Pond herbicide permit work

WAYLAND — March 19, 2025 — Wayland's Surface Water Quality Committee scrambles to clear federal review before June water chestnut season. Chair Thomas Klem told members the Heard Pond Notice of Intent is stalled awaiting U.S. Fish and Wildlife Service input before the state's Natural Heritage and Endangered Species Program will act, calling the process "an adventure in bureaucracy." The committee voted 3-0 to add up to $1,330 to Solitude Lake Management's $3,750 contract and 3-0 to pay a $44.28 public-notice invoice. Member Thomas J. Largy warned herbicide may be needed as early as June. Of a $30,000 FY25 budget, roughly $12,300 has gone to last year's hand-pulling. Assistant Town Manager Kelsey flagged that cumulative Solitude spending may trigger Chapter 30B procurement rules, potentially forcing a public RFP.
