Wayland capital committee races deadline to prioritize FY27 projects

WAYLAND — December 4, 2025 — Wayland CIPC will triage every FY27 capital request as high, medium or low before Dec. 9. Chair Kelly Lappin and Vice-Chair Bradford Carver agreed each of the five members will independently rank line items in a shared spreadsheet maintained by member Brian O'Herlihy, with majority votes consolidated for committee debate. O'Herlihy's draft report found 71 percent of capital appropriated from FY15 through FY24 has been spent, with roughly $15 million still open and the top 10 projects accounting for about $8 million of that. He said matching last year's adopted plan would require cutting about $1.5 million from FY27 alone, before nearly $50 million in additional article requests including a $5.5 million Town Building item. Carver, frustrated the finance director has not produced a first cut, said members would "run out of money when we're done with high." Lappin said she has not seen the town manager in three or four meetings.
