Wayland capital committee begins shaping review process under new bylaw

WAYLAND — October 15, 2025 — Wayland's new Capital Improvement Planning Committee starts building its review playbook. At a hybrid Oct. 15 meeting, Chair Kelly Lappin, Vice-Chair Bradford Carver and members John Kliem, Brian O'Herlihy and Elizabeth Lusky worked through capital and debt policies the Select Board adopted ahead of a Moody's review, and flagged a conflict between the policy's October start date and a bylaw requiring the committee's report by Oct. 15. O'Herlihy listed major projects sitting outside the current five-year plan, including a $5.5 million high school wastewater facility, a $10 million to $12 million decarbonization initiative and an MWRA Happy Hollow Well project that could shift up to $1.8 million a year in debt service onto the tax rate. "We can't do the job if we're not evaluating all of them," Lappin said. Members unanimously approved Sept. 30 minutes as revised and set Oct. 30 as the next meeting.
