Planning Board approves sale of historic Plain Road lot before state restriction

WAYLAND -- January 10, 2023, Wayland Planning Board clears sale of historic Plain Road lot ahead of stalled state restriction. The board voted 4-0 Tuesday, with member Dan Hill recused, to amend the Emmeline Path conservation cluster special permit so developers can convey lot one at 105 Plain Road before the state Executive Office of Energy and Environmental Affairs releases a statutory conservation restriction the Conservation Commission already approved. Chair Anette S. Lewis said the open-space parcel has been conveyed to a homeowners trust under a private deed restriction in the interim, and the amendment adds trailhead signage and shrub screening. The board also unanimously authorized DGT Associates as peer reviewer for the 60 Shaw Drive cluster; Beta Group landscape architects Randy Collins and David McKinley reported 245 corridor crashes from 2016 to 2022 in their Route 20 kickoff; and WWMDC commissioner Mike Gittin said the system's 52,000-gallon-per-day working capacity is on pace to reach 40,000 once Alta at Oxbow fully leases.
