WAYLAND -- August 13, 2024, Wayland ZBA forces redo after Park Ridge Road house demolished without permits. The Zoning Board of Appeals accepted the withdrawal without prejudice of a special permit application for 15 Park Ridge Road after abutters Ann Parker and Deborah Stewart told the board the existing house had been torn down by hand in June with no permits, no abutter notice, and electrical lines still attached. Co-owner Rick Capucci apologized, saying he had been ill; co-owner Ivo Anitero said demolition expanded when interior 2-by-4 framing proved unable to support the planned addition. A stop-work order is in place. Separately, the board voted 5-0 to convert a Habitat for Humanity-built affordable unit owned by the Wayland Municipal Affordable Housing Trust from rental to ownership tenure, a change KP Law attorney Carolyn Murray called a "substantial modification" under state 40B rules; income eligibility will tighten from 80 percent to 60 percent of area median income.
