Wayland ZBA Grants Special Permits for Ridgefield Road and Main Street Projects

Wayland's Zoning Board of Appeals unanimously approved special permits for two residential projects and debated the sweeping effect of recent state zoning law changes at its September 8 meeting. The four-member panel, operating one seat short, voted 4-0 to grant a special permit under Bylaw Section 203.1 for a proposed attached two-car garage on a replacement home at 5 Ridgefield Road, a project presented by architect Stephen Chung on behalf of owner Matt Moraes, and 4-0 on a separate special permit for a three-season porch and deck replacement at 282 Main Street, where applicant Nicholas Zafiropoulos was represented by contractor Larry Cohen of Architech of Suburban Boston. White said of the Ridgefield Road case that "the special permit can only condition the garage" because recent Chapter 40A amendments made the underlying house reconstruction as of right. Members then spent considerable time questioning whether the elimination of the state's 20-percent gross floor area threshold has effectively removed a wide class of addition projects from ZBA jurisdiction, with White noting the residual standard "is pretty weak because that just says as long as there's no gas, fumes, odor, or objectionable features, you've got to approve it." The board agreed to pursue a joint Zoom training with town counsel and the Planning Board to clarify the new framework, and also approved its 2026 annual report and provided feedback on draft rules for the Restaurant Pre-Order Pick-Up Window Overlay District.
