Wayland ZBA denies Mill Creek 40B as town reaches 10 percent threshold

WAYLAND — August 9, 2023 — Wayland clears 10 percent affordable housing as ZBA rejects Mill Creek 40B. The Housing Partnership reported Wednesday that once 60 St. Anne's units are certified by the state, the town will reach 10.29 percent of its inventory subsidized, triggering safe harbor through the 2030 census. Member James Grumbach said the Zoning Board of Appeals unanimously denied Mill Creek's application without prejudice the night before, after town counsel Amy Quessel advised the developer had not established project eligibility, site control or fundability — the latter resting on what Grumbach called an "undated and unsigned" letter from TD Bank. The Wayland Affordable Housing Trust has committed $250,000 to St. Anne's. Separately, Chair Mary Antes said the trust's lone modular bid for a three-bedroom unit on Hammond Road came in at $1,017,000 and was rejected as "astounding."
