Wayland Conservation Commission to redraft stormwater regulations after 40 pages of comments

WAYLAND — July 9, 2025 — Wayland Conservation Commission orders rewrite of stormwater regulations after sweeping public pushback. Consultant Emily Sherbo of Tighe & Bond told commissioners July 9 that roughly 40 pages of comments — from the Board of Public Works, Planning Board and about eight residents — flagged provisions that may "exceed the authority established in the bylaw," tree-replacement rules in Section 5(e) deemed too onerous for homeowners, and a minor-permit threshold set too low. Chair Sean P. Fair gave members a week to submit edits to Conservation Administrator Linda Hansen, who said she has "no intention of going out and tracking illicit discharges." The commission also voted 4-0 to issue an Order of Conditions for the Carmody home at 40 Loker Street, ordered peer reviews for Russell's Garden Center's after-the-fact paving of about 5,780 square feet at 397 Boston Post Road and for a five-bedroom Sheerina Road home, and voted 3-1, Shannon Fischer opposed, to let Liang Zhang keep partial backyard fill at 24 White Road with a 30-foot shed setback and planted buffer.
