Wayland capital committee ranks FY27 requests, defers most Town Building work

WAYLAND — December 17, 2025 — Wayland's new Capital Improvement Planning Committee triages $48 million in FY27 capital requests. Meeting Dec. 17, the panel ranked department requests as high, medium or low rather than voting a recommended budget, with Chair Kelly Lappin and Vice-Chair Bradford Carver pressing to fund only top-priority items given a $38.6 million MWRA water connection the Select Board voted Monday to fund through the water enterprise fund. Finance Director Brian Keveney pegged annual debt service on the 20-year MWRA borrowing at roughly $1.9 million. The committee endorsed a $2.8 million Town Building roof, a $6.15 million ambulance, a $2 million state-mandated high school septic repair, and a literacy curriculum match tied to a $300,000 grant, while deferring a paired $2.5 million athletic fields rebuild pending a site plan. "Left up to me, I would only put in this year's capital budget high priority items," Carver said. Member John Kliem was absent.
