Planning Board approves Wayland Council on Aging building in 5-0 vote

WAYLAND -- August 9, 2023, Wayland Planning Board ends seven-session hearing with unanimous approval of Council on Aging building. The board voted 5-0 three times Aug. 9 to amend the 2008 Town Center master special permit, grant phase one site plan approval, and adopt the written decision for the Council on Aging Community Center at 4 Andrew Avenue. Chair Anette S. Lewis, joined by Jen Steele, Dan Hill, Larry Kiernan and Ira Montague, locked in a one-way entrance from Lillian Way, a new one-way exit onto Andrew Avenue, and emergency-only use of the Route 20 curb cut after MassDOT signaled it preferred not to approve fuller access. Conditions added at the meeting require the applicant to "request and advocate" for restricted truck and trash access at Route 20, curve the painted bike lane at the Lillian Way entrance, and build a continuous walking path around the parking circle. Town Manager Michael McCall called the plan "a compromise which is acceptable to the parties and stakeholders." Solar canopies are designed to provide 100 percent of the building's anticipated energy needs.
