Personnel Board moves to scrap and rewrite Wayland's Chapter 43 bylaw
WAYLAND -- February 26, 2024, Wayland Personnel Board rejects redlined Chapter 43 draft, begins wholesale rewrite. At the Feb. 26 meeting, members agreed to discard a staff-prepared redline of the town's personnel bylaw and circulate an alternative drafted by member Deborah that would require three of five members to be HR professionals or employment attorneys, mandate monthly meetings with the town manager, and strip personnel policies on holidays, FMLA and other leave from the bylaw entirely. Member Paul Morenberg said the staff draft did "the bare minimum to involve us." The board voted 4-0 to support a warrant article funding a town-wide classification and compensation study, citing turnover of 15 to 20 percent versus roughly 10 to 12 percent in Concord, and tabled a roughly $39,000 fire department staffing study pending more information. HR Director Kate will compile member edits by Wednesday for a March 4 follow-up meeting.
