Wayland Select Board approves China Rose license transfer, COA appointment
WAYLAND -- October 23, 2023, Wayland Select Board approves China Rose license transfer and Council on Aging appointment as a citizens' petition triggers a special town meeting. The board voted 5-0 Monday to approve multiple license amendments for China Rose LLC at 15 East Plain St., transferring 100 percent ownership to Xilun Huang with his son Fu An Huang as license manager, and 5-0 to appoint Judy Currier to the Council on Aging through June 2026. Town Manager Michael McCall said a citizens' petition with more than 200 signatures was filed Monday and the working date for the resulting special town meeting is Dec. 7. Finance Director Brian Keveny projected roughly $8.5 million in free cash for fiscal 2023 on 100 percent revenue collection of the $94.2 million budget, but warned water enterprise revenue ran $326,000 short. Member Christopher Reynolds blasted capital planning as "trying to run a marathon without putting on your shoes."
