Wayland HRDEI delegates multicultural event planning to volunteer group
WAYLAND — October 18, 2022 — Wayland's HRDEI Committee handed multicultural festival logistics to a citizen working group. Members voted unanimously Oct. 18 to authorize Jessica and Janelle to file a Massachusetts Cultural Council festival grant application for "Window on the World," a town-wide diversity celebration tied to Massachusetts Race Amity Day, after concluding monthly meetings could not move planning fast enough under open-meeting-law constraints. Town Counsel John Bugby advised that three members — Janelle, Yahu and Steve — could sit on the volunteer group without triggering quorum rules. Departing Town Manager Stephen Crane told the committee the new Town Manager Act makes board work "in most cases kind of advisory" and routes all grant signatures through his office. Bugby will serve as interim town manager from Nov. 1 until a permanent hire, projected for late February.
