Wayland FinCom reviews hybrid water financing plan splitting costs with taxpayers
WAYLAND -- November 3, 2025, Wayland Finance Committee weighs hybrid plan to split water project costs with the tax levy. Members reviewed a Board of Public Works recommendation, passed 5-0, to fund the Happy Hollow wells upgrade through water rates and the $20.5 million MWRA connection through property taxes. DPW analysis projects water rates would climb roughly 49 percent for an average ratepayer beginning around 2029, down from 74 percent under an all-rates approach, while the MWRA piece, financed over 20 years interest-free, would add about $1 million a year, or 0.95 percent, to a $108 million operating budget, averaging roughly $210 per household across 4,859 residential accounts. "A hybrid, I think, is a lot easier to sell to people because everybody gets a little bit," one member said. The committee also approved prior minutes with amendments, agreed to recruit a member for DPW Director Tom Holder's trash and recycling RFQ review, and set a Nov. 17 joint meeting with the Economic Development Committee on the town's slow tax-base growth.
